What is Community Based Care in Florida?

Community Based Care (CBC) is a comprehensive redesign of Florida’s Child Welfare System. It combines the outsourcing of foster care and related services to competent service agencies with an increased local community ownership of service delivery and design. What is the Design of Community Based Care in Miami-Dade/Monroe?

In Miami-Dade and Monroe counties, Our Kids is the lead agency developing partnerships and coordinating efforts within the community to provide benefits and services to affected families. Through its primary network of 6 Full Case Management Agencies, Our Kids partners with service providers, dependency court judges, the state and caring individuals to serve more than 4,000 children and their families involved with the child welfare system.  For more information please visit www.ourkids.us.

What is the Miami-Dade CBC Alliance? 

The Miami-Dade Community Based Care Alliance is a statutorily created Board composed of 25 culturally diverse distinguished community leaders.

  • CBC Alliance is a driving force in identifying areas in the child welfare system that require further focus, study and action.
  • CBC Alliance convenes community stakeholders outside of the child welfare system in order to create an integrated and comprehensive system of care.
  • CBC Alliance’s most important functions is identifying gaps in the provision of services in the child welfare system and linking with community partners to fill those gaps.


Why was the Miami-Dade CBC Alliance created?

Florida Statute 20.19(6) requires the Department of Children & Families (DCF) to “establish a community alliance of the stakeholders, community leaders, client representatives and funders of human services in each county to provide a focal point for community participation and governance of community-based services.”

How is the Miami-Dade CBC Alliance funded?

The Miami-Dade CBC Alliance is funded through grants from The Children’s Trust and The Miami Foundation.  In-kind support from the Florida Department of Chidlren and Families has assured office space and operational assistance.  The United Way of Miami serves, in-kind, as the fiscal agent for the CBC Alliance.

Does the CBC Alliance provide any services?

The CBC Alliance is not a direct service provider; however, it does oversee, facilitate and support a number of key initiatives and projects in the community.

Is there a CBC Alliance in my community?

Many communities have a CBC Alliance.  Please check with your local Department of Children & Families Circuit Administrator to obtain contact information.
